Frank Wallace says he owes Kenny Norman bail money for posting his bond after getting arrested in a bar fight in a cat house in the Red Light District of Frankfurt back during their days in Det-A in Berlin. Now that Frank has won the North Carolina Lottery and has so much cash that he burns it in his firaplace to heat his house he figures it's a good time to settle with Kenny.
